But in this case I decide to put these songs modified on. Vpk format, one could download the file and the file downloaded is directly sent to the client folder? (tf/custom...) And this "EmitSoundToAll" is a plugin? Where can I download?

afaik there's no fastdl support for the new vpk format YET

From previous conversations on hlds, Fletcher Dunn has no intention of adding support for VPKs on FastDL even though we asked for it. Possible workshop support was mentioned, but that doesn't really help server-side mods.
