Can't unban
 

I'm running sourcemod with SUM and I want to unban a player who was permanently banned. When I use sm_unban it says it remove the filter for the steam id but he is still banned. I checked banned_users.cfg and its empty, same with the ip list. I did sum_banlog and it showed the players steam id banned. Thats the only record of him being banned that I see.

I edit sumdb.sq3 and delete his steam id. I the turned off server, replace, and restarted, but he is still banned. He isn't listen in sum_banlog anymore though.
