Guys, how do you get two teams to communicate?

I want to set up communication and observation between two teams. How should I set it up? Thank you

simple way:

add this to your server.cfg or through the console to test

I added it to my server.cfg, the two teams still can't communicate... I hope that the dead players can observe all the players. And all players have voice communication
