What is the CVAR?

hi everyone
I just can't get a hold of a cvar.. I've been searching the internet a lot for it, but nobody seems to care about it

the cvar that tells how many times a player is allowed to move from a team to another in one round, because apparently it's set to 1..

i am not coder but my understanding to cvar

its line that u put on server.cfg or auto generated to cfg/sourcemod. Cvar is thing helps you to change setting of the plugin without having to recompile it to new values

smarter ppl can fix/explain better if i gave u wrong answer
