Flood problem

Any ideas how i fix this problem?

[DPROTO]: traffic temporary blocked from 64.120.22.141 for flooding; PPS=100.000000; WarnLevel=3.333333

I know, its and old problem, but i cant find a solution on the internet anywhere.

stop your server, open plugins.ini file in cstrike/addons/metamod folder and delete the line that has dproto in it, save the file, run the server
