you have 3 options:
- learn coding
- beg him
- kill him and steal his plugin >:)

Because if you make something new, unique. It sucks to see 50 other servers running the same mod. Unique plugins make your server more interesting to join.

All the major plugins that demand lot of work and skill are already released for free, the rest of private plugins inst so hard to rewrite, so if u've seen some private plugin u can ask here if someone is willing to write it again.
