This is sad. You simply need to search for it.

Is this a legal game?

But you still need content from "Counter-Strike Source" in order to host a server.
I doubt that.

It's completely legal, and you only need CS:S to be able to download and play it.

In order to run CSPromod, you will need:
  • A full install of Counter-Strike Source or Team Fortress 2 (which is free)
  • A full install of Source SDK Base 2007 (located in the 'Tools' tab in Steam)

To host a server you need cs:source material, so you use content of a game you maybe do not own. This is, if i remember correct, illegal, as you use gamecontent for another game you maybe not own. This is similar with use cs:cz material on a cs1.6 server.

TF2 is free and you can use its contents instead of the CS:S ones.

Interested in setting up a dedicated server? Server binaries for both Windows and GNU/Linux are provided as well. You may download them here.

CSPromod is running off of AppId 218. In srcds -game content this would be "orangebox". But you still need content from "Counter-Strike Source" in order to host a server.

1. Anyone can download CS:S server to host it, you do not need to own the game itself. (see hldsupdatetool)
2. You need CS:S or TF2 in order to RUN the game.
3. This is NOT similiar to CS:CZ materials on a CS 1.6 server.
