AlliedModders - Server drops all players with reason "Added to banned list"

Hello,

We created brand new CS 1.6 server that uses the latest version of AMX Mod X and Metamod and there is a weird behavior that drops all the players with reason "Added to banned list".

We are sure that none of the admins is doing that and wondering what could be the reason?
