Update time.inc
 

Hi, it is possible to update time.inc to support float as unit count ?
Also update the design of this include itself it looks like terrible without correct documentation like other default includes.

I fixed the documenation and added it in my current pull request - https://github.com/alliedmodders/amxmodx/pull/489
I also documented lang.inc in the same PR.

Also is possible to update cstrike_const.inc with weapon default slots?
OR just add a new info that return weapon slot from cs_get_weapon_info function.

The changes I mentioned are approved and the .inc file is updated in the latest dev build. Let me know if you find something else that needs fixing.
