[CS:GO] Server Loss & Chokes Randomly

my server is loss & chokes randomly, it run on Dedicated Server E3-1240 v3 3.40GHz.

Download: 500 Mbps.
Upload: 500 Mbps.
5 CS:GO Servers with maxplayers 14.
128 Tick.

Is there any wrong with my rate cfg?

-tickrate 102.4
?

Have you try disable plugins ?

Yeah, bad optimized plugin can cause it. Or if you have lot of mysql activity.
