HLDS Protocol Specification

Is there a good resource for the HLDS UDP protocol? I'm wanting to write something that will count the number of users available on a server, and possibly grab the names etc.

I don't want to repeat some work if someone else has already done it. I haven't been able to find anything on Google, perhaps someone saved something from a long time ago?
