[Question] How to completely disable spray on HLDS after Feb 2013.

Hi, i wonder how can we completely disable spray on current hlds without using any amxx plugin? In older HLDS we just need to set "sv_allowupload 0" to prevent client spray. But it no longer working. Any idea?
