[HELP] cant connect with rcon pass

i install hlds + amxmodx+metamode all good, but when i connect to the server and type: rcon_password "mypass" not working, someone help please ?

the server and amxmodx work.
but if i connect from my client cs 1.6 to my server and type:
rcon_password, its not working

for examle after i type rcon_password "pass", try to kick:

You can't 'kick' because you are not a server operator

You need to type "rcon" before any server command.

lol you write , im not check kick command because server said im not op in the server so i thni its
access problem
