Secound Rcon PW Plugin

first of all sorry for my very bad english

i ám searching for a plugin that gives me the ability to give the cs:go and other orange box games a secound rcon pw that is not editable via the normal server.cfg i have a Website script for renting free Servers over time, the Servers are sponsert steam games so i have no Shell Access there. so what i Need is a plugin with a secound non editable rcon pw or another Telnet like Access to the Server. plugin should be metamod or better nativ so the esport people dont getting in Trouble with the match rules.
