Tracker returned to service
 

Hello. I wasn't aware the HLXCE tracker was down (it wasn't actually down, I had forgotten some firewall rules though).

Anyway, the tracker with all the legacy issues and what not is back up incase anyone needs/wants to pull those out or review.
