[TF2] Respawn Wave Time Fix

This fixes the bug described here, of bots causing elevated respawn wave times.

Requires DHooks, as such, compiled version is attached.

respawn-time-fix.games.txt goes in addons/sourcemod/gamedata/
respawn-time-fix.smx goes in addons/sourcemod/plugins/

I know it's not specific to this plugin but may be worth pointing out to potential downloaders. Right now DHooks is not working due to the recent Halloween update. Since this plugin relies on it, it will also not work.

Using the engine specific build of DHooks (EP2, TF2) and both loaded fine. It seems though that it's no longer fixing the issue.
