JailBreak server

It's my first time here, so I apologize for the discomfort created.
I'm looking for a scripter to make me a jailbreak server from scratch with a database and everything, I'll pay!
I don't want many features.
The server should have:
-Jailbreak mode
-VIP system, VIP shop
-Tags (admins, vip, owners, etc.)
-Commands to admins (move, ban, etc all)
-To be able to give admins, vip, directly from a panel or something.
-Sounds (words in chat with personalized sound, mvp)
-Character skins (simon, prisoners, vip)

Fane, you may get better replies if you specify what game you're interested in. CS:S, TF2, CS:GO, and maybe others all have active jailbreak servers. A lot (or all) of what you're asking for already exists publicly, so it's not clear why you're asking for a scripter to make them all from scratch. Are you actually looking for a sever operator to help configure a new server?
