people cant join my server
 

i open port with UDP only
I gave them external ip
server.cfg have sv_lan 0
am I missing something ?

Did you check if your ports are properly open?Try this http://portforward.com/help/portcheck.htm
You can check udp/tcp and some other p orts with this tool.Verify that your firewall is not blocking your HLDS too.

I used to open the 27015 port in the past and I check with canyouseeme.org
and it worked but now when Im trying to open this port and I check with canyouseeme.org
I cant see service on this port and I dont understand why any help ?

I think you can not test udp ports with "canyouseeme.org" you can only check TCP ports, since HLDS uses UDP port is better to check eith that tool, its freeware.Perhaps you didn´t open UDP port only TCP.Check it you got nothing to lose.I did open these ports but I believe you only need the UDP port you choose in HLDS,these ports I saw in port forward,here you go:
TCP -> 1200
UDP -> 1200
TCP -> 6003
UDP -> 6003
TCP -> 7002
UDP -> 7002
TCP -> 27020-27040
UDP -> 27020-27040
TCP -> 27000-27014
UDP -> 27000-27014

I already opened a server in the past and only portforwarded the one in the hlds and I used to see the port open on canyouseeme
also people cant join the server so its not open

Do you have a firewall beyond your router that would block ports? If no, then there is nothing beyond your router to forward

Apart from Yami's point there could be a worse part ie: Your ISP may block those port. In that case you will have to speak to them.
