Understanding CVARs

Hello guys.

I am having some trouble. Whenever I see a post about some plugin, I see something like

CVARs:

amx_cvar1 0/1
amx_cvar2 0/1

What I'm trying to figure out is, where should I make the changes? Is it in amxmodx/configs/cvars.ini or in amxmodx/configs/amxx.cfg?

amxx.cfg

cvars.ini is used for a completely different thing.
