Well Chron was the issue.
bear in mind that I had no chronjobs set to start at midnight yet every night whichever map was on would undergo the same effect as if a "mp_restartgame" command had been called.

How do I know it was the Chron mod and how did I fix it?

Well I created a Chronjob that started at 23:58 every night to run a config which simply contained "meta unload addons/chron/bin/chron_mm"

Worked perfectly. Also confirms a problem with the latest version of Chron running on a Windows server.

We've been using Chron for several months now and I've heard no talk about phantom round restarts. Windows w/ SMM 1.3, 1.4.1.400.

Not at this time. If there is enough interest when CSS/DODS/etc switch to the orangebox engine, I might then.
