Playercount change

Hello community.
I have a question:
Is there some way to change the playercount or can i give a bot an steamid linke the servers of saigns.de // 4played.de etc?

Servers using fake players with steam ids are breaking regulations by valve and will be delisted in the future. It is an illegal way to get your server higher in ranks.

Oh my God, Source servers are also cracked off like Half-Life 1 games are... Damn!
Hopefully Valve Software will solve this problem soon :(
