The amount of cores is not important as HLDS only uses 1 at any given time anyways.

All these rates calculators gives crappy values for modern internet connections. For example, sv_maxrate over 20000 is useless, because hlds limits it to 20000.

For first time, try these:
Quote:

sv_minrate 25000
sv_maxrate 20000
sv_minupdaterate 30
sv_maxupdaterate depends on kind of your server. 60 Should be enough for meatservers running Gungame or ZP mod. If you want to get better performance, set it to 101.

It was the first step.

The second step is to adjust rates to your server's bandwidth. You should play on server with active netgraph (net_graph 3) and monitor choke value - it should not get higher than 5-10. If you have a lot of choke, you should increase sv_minrate. Also, don't forget that you will get effect of server-side rates changing only after reconnect.

The perfect rates

From Speedtest.net, this is my result:
Download 8.64Mb/s
Upload 0.72Mb/s

Can someone help me determine the best possible rates for me? I run a 16 man server.

Also, help me determine the best possible fps_max & sys_ticrate. I run Pentium D 3.00GHz and have 4.00GB of RAM.

Well from the Sticky Post, I got the link for rate Calculation HERE. Accroding to the Config Given by You I used:

Up Speed: 735 kbps/sec
CPU Speed: 3000 Mhz Core: 1 (Not Necessary)
Ram: 4096 MB
Players:16

What I got was:

sv_minrate 0
sv_maxrate 5453
sv_minupdaterate 4
sv_maxupdaterate 18

I would advice you to use sys_ticrate 100 and fps_max 101 (1 higher to sys_ticrate).

Well You can look yourselves too or wait for other good replies.
