Custom Display Message

Somehow i went to a random garena CS 1.6 server. The server has a custom display message telling 'PLease enjoy my Zombie PLague server or your dead', that's totally cool! i want to have something like that saying 'Please follow me on http:www.twitter.com/ejsantos_19' for me. Anyone can help me? And yeah, please do follow on my twitter : http:www.twitter.com/ejsantos_19
