Admin Chat (modified)

It's lightly modified version of 'Admin Chat' base AMXX plugin (adminchat.sma).

Changes are:

- new: separate access flag for triggering HUD-messages
- new: colored messages (text only) from admins; user see its team color for red/blue/grey. It needs custom include for all colorchat support http://forums.alliedmods.net/showthread.php?p=1697491 (included)
- support amx_show_activity for amx_say command (now it is possible to hide admin's nick). It needs custom dictionary "adminchat.txt" (included)
- change: HUD messages are bigger and looks like more pretty. It needs custom include 'Director Hud Message' http://forums.alliedmods.net/showthread.php?t=149210 (included)
- fix: small typo correction in cmdSayChat help

2 access flags:
On my servers there are admin's helpers who help them in work. I do want helpers to have access to amx_chat, amx_say and amx_psay commands (now default flag is 's') but I don't want them to have access to triggering HUD-messages (default flag 'i' was left). Original plugin checks access to amx_csay and amx_tsay commands but it allow triggering HUD messages using say '@[@|@] text'.

support amx_show_activity:
- then it equals to 1 plugin don't print admin's nick in amx_say messages
- then it equals to 2 plugin do print admin's nick in amx_say messages
- then it equals to 3 or 4 plugin print admin's nick in amx_say messages only for admins (it is shown on screenshot)

There are versions for CS/CZ and for other mods like Half-Life without color chat & big HUD.

Known bugs:
- there are no ML support for 'ADMIN' in colored amx_say messages actually. It's because of bug in custom include for colorchat support. It will be never fixed by author.

bug: when i'm spectator and say '@[@|@] text' the message dissapears very quickly so noone have time to read this :/
