I don't think there's so much a limit on the number of tags as much as there is a limit to the length of the string that holds the tags.

I want to say you only have 128 characters to work with. That includes the commas that appear between tags.

Edit: Forgot to mention that the game may add its own tags to the front of the tags list, which further limits how many you can have.
