Is it possible to make a GOTV auto-recorder?

I often experience people hacking in community servers and when admin comes to spectate, the cheater will just toggle the cheat off and claim he didn't cheat and when admin leaves he goes on rampage again. If other players try to record him, he'll just toggle off as well when players join spectators.

I was thinking if GOTV did a new auto-recording every 1-hour. He would be able to inspect his gameplay, without an admin even entering the game.
So start a new demo with name like: date-time.dem (08012019-0200.dem)
Then remember to auto-delete every file after 24-48 hours, so they don't end up filling the server drive space.
