[HELP] Anti-Exploit (+2000 Ping)

Hello, please

When a player come's to my server
The pings of all players become (+2000) .... (I banned his steam ID)
He is named: BAN = CRASH SERVER Lmao...

And after banning him, the ping become normal again (-100)

So, i want to know how to fix this, to don't have the same problem again..
Because, if he come again, the server will lag a lot..
