How does that these entities do not explode with the c4?

To make a func_breakable explode with C4, you have to enable the "Only Trigger" flag, and put their "targetname" at same as func_bomb_target's target.
If you don't enable the "Only Trigger" flag, the func_breakable can be broken by players.
I'm not sure that if will be broken by the C4.

Are those even tied to entities? Aren't they just brushes?

No, they are func_breakables

Remove their "targetname".
But i don't warrant you that the entities will break when you shoot them.
