hashed admin and group config, but doesn't work

So...as the title say. My sm_admins.cfg and sb_groups.cfg contains things, but my admin right doesnt work at all. I have everything set up, i installed those Sourcebans++ from a scratch, but it doesnt help.
Any ideas what might be wong?

your servers are not connected with rcon, this problem i have to ! If u resolve it, please let me know !
