The taser come with the security guard class,
And its bought able in the shop for other classes.

And all cash commands works its all tested.

in jailbreak_sounds file should we use "sound\jailbreak\filename.mp3/wav" or just "jailbreak\filename.mp3/wav"

The first one its all done by precaching generic. So you have to add sound/
