maybe your files are missed or corrupted.
check for them in your server and fast download thingy.

Add them in amxx.cfg or server.cfg. This way they'll be executed at map change/restarts or w/e

Is there any way that all of of the sounds are played only to killer (everyone else doesn't hear them?)
