AlliedModders - [Release] SourceBans++ 1.6.2-1.6.3 Rus

Здравствуйте!
Как-то мне было делать нечего, вот и сделал перевод "SourceBans++ 1.6.2" (и 1.6.3) на русский язык.
Перевёл стандартную тему. (Почти всё. Только некоторые системные сообщения не перевёл)
Также основные пункты перевел в установке.
По мере возможности буду переводить до конца.

I made a translation of "SourceBans ++ 1.6.2" (and 1.6.3) into Russian.
Translated default theme. (Almost everything, only some system messages did not translate)
Also, the main points translated to install.
If there is time, I will translate it to the end.

v1.3 — Перенес перевод на "SB++1.6.3". Добавил перевод в файл перевода плагина жалобы (Report) на игрока./v1.3 - Translation into "SB ++ 1.6.3". Added translation to the translation file of the complaint plug-in (Report) on the player.
v1.2 — Ещё немного перевода./A little more translation
v1.1 — Стандартное отображение даты изменено на "дд.мм.гг чч:мм"/The standard date display is changed to "dd.mm.yy hh:mm"
v1.0 — Релиз./Release
