Ultimate MapChooser allows you to do things like this by setting player limits either on specific maps or specific groups.

For the record, UMC has a umc-nativevotes plugin. It's in the zip in this post along with all the rest recompiled for post-SteamPipe sound changes.

Be aware that UMC has quite a few... extra modules that should probably be in disabled by default (umc-nativevotes, umc-mapreweight, and one other one I can't remember require third-party plugins)
