HLDS loads all amxx plugins from @ https://yourwebsite.com/...

No, you have to put a plugin into addons/amxmodx/plugins to run it. If you can somehow automatically download a plugin and put it into the said folder then I guess it could be considered as "loading externally".

Gotta add it to plugins.ini or some other plugin configuration file also.
