[TF2] Ravebreak Plugin

Hello,
I'm looking for a plugin (or someone code it) that copies the Garry's Mod "Ravebreak" effect but then for TF2

Im looking for the features:

1. Text in the center saying: Ravebreak!! (Plugin could use/spam sm_csay Ravbreak!! (Reason i say spam is because i have a quake plugin (Means: Double kill, Headshot, God Like!)))
2. The ravebreak song (Maybe a usage of the sm_play??)
3. Apply the RTD effect of: "Drug" (Or just have the screen change colors)

Those are the basic features, maybe a countdown feature, like 3, 2, 1, RaveBreak!!
or like a voting system

Anyways, whoever would like to code this plugin, i would be very thankful!
IF NEEDED: Im willing to pay a SMALL amount of money, ranging from $1-10
