[HELP] Changing Mouse Speed

I want to change the mouse speed when you're holding an LMG to something like 75% slower. But I don't want to mess with the sensitivity client setting. Is there a way of doing this?...

Do you mean recoil or weapon movement/aim speed?

The aiming. Much like how sensitivity cvar works but without messing with said cvar since it's client side. I want to simulate the heaviness of the LMG this way...
