Nade problem

Hi everyone,I need a plugin that can regenerate grenades.When i was playing on a server on cs 1.6,I threw my HE grenade at that time there is a hud message on the top,left saying:"8 seconds until your next grenade" I dont know whats the name of the plugin and how to create it.If you ever seen this plugin pls give me the link.:/
