How many servers could I run?
 
Currently I am running a single instance of HLDS on my dedicated machine which runs on my home network and I'd like to know how many more gameservers I could run effectively without bottleneck/issue with my current machine specs, HLDS settings and internet connection.

I'll attach a few photos so you guys can see how my single instance of HLDS is running on my machine;

dedicated server:

4 core/4 thread cpu @ 3.9GHz and Ubuntu server running at 1000hz

Overall the entire system uses 10% CPU while the single instance of HLDS is running

Close to 90MiB of RAM usage - it's irrelevant I included this since I have 16GiB of RAM lol

getting consistent 1000fps with 50% CPU usage on a single-core *server is empty*

this Depends on the servers mods and configuration, You might be able to run 3 servers of 32 slots.

Each server will use the exact same configuration/setup as show in the screenshots above and will only be 12 slots each.

HLDS is single-threaded, So each server will use only one core, in your case there are 4, You can run 3 hlds instances easily, and you have enough memory so that's not a concern, what is left is your upload speed which is an important factor on how many players your machine can handle with a stable ping, now your upload speed is enough for 36 slots in total ( 12 x 3 ), you can calculate the rates for a smooth experience here:

HLDS is 20 years old, I'm pretty confident a CPU from 2013 can run two pug servers without issue. I just wanted to know realistically how many servers I could actually run - looks like it's three.

unfortunately this is not accurate to compare: how old is game -> cpu build year.
In few past years, CPU manufacturers have created cheap slow (mobile) cpus as well.

- You can have 10 year old CPU which run 5.0 GHz, but it is still slow than todays CPU with less hertz.

Better look "cpu architecture" benchmarks from internet how well those have been work.
