You could get rid of cstrike dependance using :

iDecal = engfunc( EngFunc_DecalIndex , szDecalName )

Names are :

{capsa
{64#0
{large#s0
{med#s0
{small#s0

If I can help here the decals for valve, but it's the same for cs (except for 2 or 3 decals). Using EngFunc_DecalIndex to be multimod would not be a bad idea.

Edit: I think is better to limit to admins or there will be tags all over the place.
