[L4D2] Item/Survivor Glow Help?

My question is if this is possible for L4D2 but not as a plugin for a server (I don't own a server) but as a addon/mod for when I play versus/campaign/scavenge/etc. games.
If this is possible, could you tell me how to do it or if the mod already exists, could you link me to it?
