Server issues

I have server with 42 slots (128 tick). Lately sv is constantly jumping from 5-6 to 10-30 when more than 25 players connect. Choke is also jumping to 50-ish %
CPU i7-7700K (verygames).
Its happening for like 2 weeks now and i tried everything to fix it, im going insane.

Em. because 42 slots will require more of the "CPU" =)

That's why it will lag :D
