I am aware of:

But is there a command to kick all players from a server with a message?

If game is CS2
Type in console: find kick

Thanks but seems there is no command for it.

Wish Valve would allow us to script again.

I tried tested with cfg file, there are limits...
- cfg file can not be larger than 1MB.
- server can only execute "1025" line kickid commands from config file.

Max userid number is 65535.

If I could know how code MM:S plugin...
