Hi everyone, I need your help.
I have two questions.

1) Every time I watch a tournament I see that they have changed spectator HUD like this:

How do they do it? With CSGO GSI or it is sourcemode plugin?

2) How to get the rotating banner into the spectator? Again, with CSGO GSI or sourcemod plugin?

its called CSGO Observer Custom HUD , as @digin already mentioned try that . its free and best now

Thank you for your answers. One more question. What would be the best way to add a rotating banner to the basic GOTV? Is it possible to make a plugin for basic GOTV?
