A plugin can't be used to change the number of slots because the slots need to be set up before the server is running. You can do this by changing the -maxplayers command line parameter when starting the server.

You can change slots to 32 with a plugin but it will be fake slots.

That is misleading. It does not change the slots. It changes the "visible max players", in fact, it's a cvar: sv_visiblemaxplayers.
