Go to dust2 and tell me if it worked, there's a possibility that it's affected by a plugin.

Oh, the cvar I gave you will obviously set freezetime to 10 seconds.

To OVERRIDE Valve default game setting(s)
- don't use server.cfg
- create file gamemode_*_server.cfg and add cvar there.
Asterix (*) present gamemode what you are using (casual, competitive, etc. etc.)

Oh right, I personally always deleted these configs so I forgot they existed.

Ok ...deleting or editing those Valve configs, those files would be reset back, when update SRCDS with SteamCMD.
