Right Click on CS 1.6 in Steam => Properties => Betas => Select the "beta - Beta" option from the dropdown and then hit "Close". The game should now automatically update with the beta features.

That link is removed from the webiste, where did you even find it? The new "dev-builds" link leads straight to 1.9.
