Unusual Hat Mod?

I'm wondering if someone could make a plugin that attached an unusual hat effect to someones hat... Making anyone be able to have an "unusual"

Things like this, which make something special and unique available to everyone, is precisely the reason for the ban on player attachments. If this is made available to the public here, I think it would be promptly deleted.

Use TF2Items. It is capable of it.

I would strongly advise against applying the unusual effects to the hats, if you want some sort of special feature for server contributors, apply the effects to the weapons instead of hats, since they aren't applied to weapons right now.
