By the way, what about the new Restart Chapter vote? Shouldn't a cvar be added for that too?

Yes if a plugin has a cfg, anytime there is a new cvar it wont show up on the config unless you delete the cfg and regenerate it.
The new restart chapter vote registers the same as a restart game vote, edit the restart game vote access cvar for that votetype as well. |

I didn't touch the custom vote part of the plugin, I edited AtomicStryker's fixed version after valve removed the vote events from firing. That version was based off of 1.5.4

Custom votes seem to be completely broken I tried 1.5.5 from the first page and it doesn't work either.
