ReadFileLine should return false if it hits end of the file or if its an empty file anyway.

To be honest, I'm not sure. I've always used EndOfFile and have never seen his error before. I'm very interested to see if that fixes it.

I'm not familiar with VPK files but I think they only need to be downloaded so 'downloadonly.txt'.
Hopefully someone else can clarify.

You can just extract the files inside the VPK to your server's directory with GCFScape and list every content in the appropriate .txt files.
