how do i set up this plugin to work i downloaded the smx plugin file to the plugins folder now what?

Hi sorry for my bad english, but i need help with this plugin. I would every round give helmet a he granad to specific Steam ID..... but i don´t know how to do it, because simple sourcemod commands as sm_give doesn´t work.

Please help me
